DL E&C was selected as an outstanding company in CP evaluation,
contributing to a win-win management culture with partners.

- Achieved ‘AA’ (Excellent) rating in the Fair Trade Commission’s CP evaluation for two consecutive years
- Strengthened preemptive prevention systems based on its self-developed DIC (CP Management Index) and online systems
- Contributed to improving trust with partner companies in order to realize sustainable fair trade culture

DL E&C announced on the 22nd that it has received an “AA” (Excellent) rating for the second consecutive year in the “2025 Fair Trade CP (Compliance Program) Rating Evaluation” announced by the Korea Fair Trade Mediation Agency, an affiliate of the Fair Trade Commission.

CP (Compliance Program) is a compliance monitoring system adopted by companies to voluntarily comply with laws and ethical standards. It evaluates a company’s maturity in operating compliance policies and its risk management system to assign a rating. Given the construction industry’s high reliance on partner companies, fair subcontracting management and adherence to procedures are core elements directly linked to corporate credibility.

DL E&C has steadily updated its field-oriented compliance management framework since introducing CP in 2006. In particular, it has constantly communicated policies on CP operation and practice guidelines to employees via various channels, including internal groupware, mobile apps, in-house standard systems, CP manuals, CP bulletin boards and CP posters, and focused on spreading a compliance culture.

DL E&C also utilize its self-developed DIC (CP Management Index) to quantitatively measure key factors related to legal violation risks, and to comprehensively analyze construction progress data – including issuance of documents, disbursement of subcontract price, cost ratios and progress rates in order to identify potential high-risk sites in advance. DIC index classifies site risk into three levels based on this analysis. Top-tier high-risk sites are subject to intensive management, target monitoring and customized training, thereby strengthening a prevention-focused risk management system.

In addition, DL E&C introduced an ‘Online Issuance System for Work Order’ in 2022 to ensure transparency in the issue and management of work order. This measure was taken to improve long-standing practices that relied on paper-based orders or verbal instructions. Over the past three years, a total of 6489 work orders have been issued online, and the system is designed so that subcontractors can read all issuance histories in real time.

DL E&C has become eligible for various incentives, including reduced fines, exemptions from ex officio investigations, following the acquisition of AA rating. An official from DL E&C said, “This result recognizes our efforts to build a preemptive prevention system based on DIC index and to spread a field-oriented compliance culture. We will further advance our level of compliance management to build a sustainable foundation for growth that both employees and partner companies can trust.”
