DL E&C strengthens its company-wide capabilities for safety management.

DL E&C has strengthened its company-wide capabilities for on-site safety management. On the 4th, DL E&C announced that it has built a state-of-the-art smart safety control center at the highest level among the construction companies, and has expanded its safety management workforce to strengthen the responsibility of the prime contractor. The Company has also expanded incentives for workers participating in the Safety Reporting System so that they can more proactively improve the on-site safety environment.
▣ Built a state-of-the-art smart integrated safety control center to manage key safety issues
DL E&C newly built an open-type smart integrated safety control center at its Magok office building last September. The Company significantly expanded and improved its control system so that real-time safety management information can be monitored for each site, and high-risk work areas can be intensively managed.
The integrated safety control center was publicly installed in an area accessible to both employees and external visitors to underscore the company-wide commitment to safety management. It was integrated with the workspace of the Safety and Health Management Office to enhance efficiency, and was configured so that employees can monitor site at any time.
The control room consists of a situation board zone and a CCTV zone, with a total of thirty-two 55-inch monitors installed. The situation board allows to monitor the worker attendance, work status and TBM (tool box meeting) implementation in real time. In particular, it can distinguish high-risk, foreign workers and hazardous work and monitor the worker attendance, implementation of pre-work safety measures and real-time CCTV footage.
Smart IoT technology is applied to all sites to monitor the risk of individual workers and to take immediate action. Currently, workers at DL E&C sites must wear a “safety pager” to enter the sites. Based on this, the worker’s location – even the floor level - within the site can be tracked in real time, and a warning alert is triggered if a worker, who has not been authorized in advance, approaches a hazardous work zone. The system can detect workers who remain motionless for a certain period of time, and workers themselves can sent an SOS via their safety pagers, enabling rapid rescue in the event of a dangerous situation.
▣ Deploying safety patrols to eliminate blind spots in on-site safety
DL E&C is introducing various systems and equipment, and deploying additional personnel to minimize blind spots in on-site safety. In addition to the operation of the integrated safety control center, the Company has separately hired and is deploying personnel dedicated to CCTV monitoring. DL E&C has hired around 50 CCTV monitoring staffs through recommendations from the Korea Employment Agency for the Disabled and recruitment announcement since the second half of last year. These employees have completed relevant training, and monitor on-site safety deficiencies in real time via CCTV from their homes, and report any unusual occurrences to the integrated control center at the head office.
To reduce blind spots that cannot covered by CCTV, DL E&C has also strengthened on-site patrols. Since April of last year, DL E&C has made it mandatory for on-site employees and signalmen to wear body cameras, and records and manages body camera footage. This aims to strengthen the accountability of on-site managers and supervisors, and to accurately determine the facts and identify areas for improvement in the event of a safety accident.
This year, in line with the heightened social interest in and government policy on safety management of construction site, DL E&C has greatly expanded its on-site safety management personnel. DL E&C has been selecting and deploying Safety Patrol staff to its sites since August. Given the increasing importance and scope of safety-related work, the Company assigned approximately 100 full-time staffs of the head office to the Safety Patrol. The Safety Patrol staffs are deployed to domestic sites, where they inspect the safety conditions of work environments and facilities to prevent accidents, and encourage workers to comply with safety rules.
Responsible employees have completed job-related education and on-site practical training before being assigned to the field. Additional training and support are being provided to help them obtain safety-related certifications. DL E&C plans to further expand its training programs to enhance employees’ understanding of and capabilities for safety-related duties.
▣ Guaranteeing workers’ right to stop work, and strengthening incentives to encourage participation in the Safety Reporting System
DL E&C guarantees workers’ rights to stop work and encourages participation in the Safety Reporting System in order to create a safe working environment. The Safety Reporting System allows any employee of DL E&C and partner companies to stop work and request improvements if they discover risk factors or unsafe working conditions at the site. Once a report is submitted to this System, it is immediately relayed to the relevant workplace and responsible staff to take immediate corrective actions.
DL E&C is also implementing an incentive program to encourage workers to participate in the Safety Reporting System. DL E&C has introduced the “D-Safe Coin” so that workers can be promptly rewarded for their safety activities. Workers, who report safety-related issues or propose improvements, receive points that can be converted into Kakao Pay money and used like cash at shopping malls, cafés and convenient stores. Up to 5000 points can be awarded per day, and one point is equivalent to KRW1. The Company plans to provide institutional support that helps overcome the psychological barrier of potential disadvantages resulting from request for a work stoppage, in order to strengthen on-site safety management.
Currently, DL E&C is running a campaign under which D-Safe Coins are awarded at double the usual rate until the end of the year, in order to achieve the goal of zero accidents during the remaining period. Through this campaign, the company plans to heighten workers’ awareness of safety, encourage active participation in the Safety Reporting System, and eliminate potential accident factors in advance.
As the proportion of foreign workers at construction sites continues to increase, DL E&C is making efforts to improve communication and safety awareness among foreign workers. In December last year, DL E&C developed an “AI-based automatic translation system” to enhance the work efficiency and skill level of foreign workers, optimized for construction sites. The system uses a chatbot to provide the translated information on access control, safety notices, work alerts, and other matters in real time.
DL E&C has also produced and is utilizing safety training animations that allow workers to easily understand risk factors on site even if they cannot read Korean. This is intended to convey safety rules to foreign workers in a simple and effective way amid their increasing numbers. The animations are currently provided in the languages of the top eight countries by number of hires, including China, Vietnam, Russia, Cambodia, and Myanmar. The animations are screened frequently—during onboarding for new workers, in regular training sessions, and before daily safety briefings—so that safety rules can be fully internalized.
Jeon Jong-Pil, DL E&C’s CSO (Chief Safety Officer), said, “All members of the Company recognize safety as the top priority, and we share a sense of crisis that accidents are a matter of corporate survival,” adding, “We will mobilize all of the Company’s physical and human resources to prevent safety accidents and make every possible effort in this regard.”
